काल सांगलीतल्या एकाही मिरवणुकीत डॉल्बी नव्हता. पारंपारिक वाद्यं, ढोल-ताशा, लेझीम, झांज, बँजो...आणि सगळ्यात महत्त्वाचं म्हणजे गणेशभक़्तांचा 'मोरया'चा गजर!

"आज कित्येक वर्षांनी गजाननाचं आगमन सुसह्य वाटलं," असं काही ज्येष्ठांनी बोलून दाखवलं.

"बाप्पांच्या घोषणा देऊन घसा बसला पण मन मोकळं झालं," असं मंडळांचे कार्यकर्ते म्हणाले.

"कोण रांडचा डॉल्बी बंद करतोय बघूच," असं उत्सवापूर्वी म्हणणारे काल शांतपणे आपापल्या मंडळांच्या मंडपात बसून होते.

फक़्त पोलिसांनी सक़्ती केली म्हणून डॉल्बी एका वर्षात बंद झाला असं म्हणता येणार नाही. लोकांचाही त्याला अंतर्गत विरोध होताच. काही गोष्टींची सुरुवात सक़्तीनं करावी लागली तरी, लोकसहभागातून त्यांची ताबडतोब अंमलबजावणी होऊ शकते, नाही का?

सांगलीच्या गणेशोत्सवात तरुणाईचे योगदान

सार्वजनिक गणेशोत्सव आणि गणेश मंडळांबद्दल सर्वसामान्य नागरिकांच्या मनात तयार झालेलं नकारात्मक चित्र बदलण्यासाठी आणि उत्सवानिमित्त प्रगट होणारी ऊर्जा विधायक कार्यांकडं वळवण्यासाठी सांगलीची तरुणाई पुढे सरसावली आहे. 'आरंभ फाउंडेशन' या सांगलीतल्या उत्साही व सकारात्मक विचारांच्या युवा संघटनेनं गणेशोत्सवाकडं विधायक आणि विकासात्मक दृष्टीनं पाहण्याचं आवाहन समस्त सांगलीकरांना केलं आहे. सार्वजनिक गणेश मंडळं फक्‍त वर्गणी गोळा करतात, मांडव घालून रस्ते अडवतात, आणि मिरवणुकीत दंगा घालतात, असा सरसकट शिक्का सगळ्या मंडळांवर मारला जातो. पण प्रत्यक्षात कित्येक लहान-मोठी मंडळं आपापल्या परीसरात चांगले कार्यक्रम व्हावेत, यासाठी प्रयत्‍न करीत असतात. कित्येकदा चांगले पर्याय, योग्य मार्गदर्शन, आवश्यक निधी व मनुष्यबळ यांच्या अभावामुळं अशा मंडळांचं काम खूपच मर्यादीत राहतं. शिवाय, वाईट व नकारात्मक गोष्टींच्या प्रसिद्धीपुढं छोट्या-छोट्या मंडळांचं काम अज्ञातच राहतं. खरं पाहता, गणेश मंडळांचे कार्यकर्ते हे त्या-त्या भागाचे कृतीशील रहिवाशी असतात. त्यांना योग्य मार्गदर्शन आणि चांगले पर्याय उपलब्ध करून दिले तर, स्थानिक पातळीवर प्रबोधन आणि विकास साधणं सहज शक्य होईल. याच भावनेतून, 'आरंभ'चे तरुण सांगलीतल्या गणेशमंडळांशी संपर्क साधत आहेत. प्रत्यक्ष भेटून मंडळांच्या कार्याची माहिती घेणं, सर्व प्रकारचं प्रदूषण टाळण्यासाठी करता येणार्‍या उपायांची चर्चा करणं, पारंपारिक व विधायक गणेशोत्सवाबद्दल मंडळांच्या कल्पना जाणून घेणं व अभिनव कल्पना सुचवणं, अशा प्रकारचं काम 'आरंभ' करीत आहे. आतापर्यंत भेटलेल्या मंडळांनी या उपक्रमाला खूप चांगला प्रतिसाद दिला असून, मिरवणुकीशिवाय विसर्जन, डॉल्बीमुक्‍त मिरवणूक, निर्माल्यकुंडांचा वापर, तसंच कार्यक्रम आणि मिरवणुकीतून समाज प्रबोधन या माध्यमातून 'विधायक गणेशोत्सव' साजरा करण्याची तयारी दाखवली आहे. याशिवाय, कार्यकर्तांचा उत्साह व ऊर्जा गणेशोत्सवापुरती मर्यादीत न ठेवता, आपल्या परिसराच्या व शहराच्या विकासासाठी वर्षभर कार्यरत राहण्याचा संकल्पही काही मंडळांनी केला आहे. विधायक कार्यात योगदान देऊ इच्छिणार्‍या मंडळांना मार्गदर्शन करण्यासाठी सांगलीतील सेवाभावी संस्था व प्रशासनाने या उपक्रमात सहभागी व्हावे, यासाठीही 'आरंभ' प्रयत्‍न करीत आहे. त्यासाठी विविध संस्थांना भेटून त्यांच्या कार्याची माहिती घेतली जात आहे. गणेश मंडळ व अशा संस्थांना एकत्रित आणून चांगल्या उपक्रमांची आखणी करणं, गणेशोत्सवातील कार्यक्रम व मिरवणुकीच्या निमित्तानं एकत्र येणार्‍या सांगलीकरांमध्ये सकारात्मक विचारांची पेरणी करणं, हे 'आरंभ'चं उद्दिष्ट आहे. आपापले नोकरी-व्यवसाय सांभाळून या महत्त्वाकांक्षी उपक्रमाची आखणी 'आरंभ'च्या युवकांनी केली आहे. आपणही यामध्ये सहभागी होऊ शकता -

गणेश मंडळाचे कार्यकर्ते असाल तर, आपल्या मंडळाची 'आरंभ विधायक गणेशोत्सव' उपक्रमात नोंदणी करा;

कोणत्याही सेवाभावी संस्थेशी संबंधित असाल तर, संस्थेच्या कार्याची माहिती 'आरंभ'कडे पाठवा;

मनोरंजक व प्रबोधनपर कार्यक्रम घेत असाल, पर्यावरणपूरक गणेशमूर्ती बनवत असाल, देखावे व कार्यक्रमांबद्दल आपल्याकडं काही अभिनव कल्पना असतील तर, आपली माहिती 'आरंभ'कडे पाठवा;

सांगलीच्या गणेशोत्सवात तरुणाईचे योगदान

Education for every child!

'Every Child Counts' campaign has initiated an ongoing 'survey--admission--follow-up' activity since last year. Efforts are being taken in order to bridge the gap between children and schools. The campaign team, along with citizen volunteers, has been trying to find out children, who need help in reaching schools. Most of the children not getting enrolled in schools, are from migrant labour families. So far, ECC has conducted survey at more than 700 locations where migrant labourers are found. (It is estimated that total number of such locations in Pune would be more than 2,000!) Out of these 700+ locations, around 450 had children who needed help in reaching schools.

Till August 2012, ECC could enrol around 600 children in schools across Pune city. However, it is observed that only 400 are attending schools regularly. Why are these 200 children still away from school? Here's a quick analysis by ECC:

1. A child of 6 or 7 years age cannot travel/walk/ride to school on its own. It needs some escort for daily commute. Preferably, this escort should be the child's parents, which is hardly possible in case of labourers working on daily wages. (Forget about child's basic psychological need of being with mother or father during its initial exposure to external world!)
Statistics: Out of 400, less than 10 children are being escorted to school by parents. Around 100 children have to walk to the school on their own or in groups.

2. Sarva Shiksha Abhiyan and Education Dept (Shikshan Mandal) of PMC have committed to provide transport facility to children in question. However, the management and logistics part (finding a local van or rickshaw, identifying and verifying needy children, supervising daily transport activity, actual payments and reimbursements, etc) has held back the scheme till date.
Statistics: With the help of few concerned school staff members, close to 130 children are getting benefitted by some or the other means of transport (but with no assured provisions for entire year).

3. As an integral part of taking every child to school, ECC decided to make transport provisions on immediate basis, wherever required. Focus was shifted from new admissions to continuity of already admitted children. Local vans or rickshaws were identified by volunteers and field staff, and transport started at very non-standard rates. It is becoming difficult to arrange funds for everyday transport expenses. Not sure how many days ECC can transport these children. (And more than 50% admissions are still pending...)
Statistics: Around 150 children are using transport facility by ECC, since June 2012. Vans and rickshaws are charging anywhere between Rs.400 and Rs.800 per child per month. (PMC estimate on school transport is Rs.300 per child per month. Daily management and follow-up with rickshaw-wallas is a different story altogether...)

What are possible solutions?

1. Parents taking interest in child's education & attendance in school. THE BEST, but most difficult solution!
2. Schools and PMC arranging daily transport of children living away from school. Schools need to be empowered (financially and resourcefully) for handling this activity.
3. Local citizens volunteering to arrange and monitor the transport (and escort, if possible) on daily basis. A group of concerned senior citizens, professionals, students, ladies, can help the children reach school everyday, safely and surely.

The 'survey--admission--follow-up' process will have to be continued till every child gets its right to education. The campaign is a citizens' initiative. It believes in every citizen's contribution. And it believes - every child counts!

आयपीओ (इनिशियल पब्लिक ऑफरिंग) ही इक्विटी मार्केटमधली सगळ्यात खळबळजनक आणि लोकप्रिय घटना असते. खास करून, एखाद्या सुप्रसिद्ध ब्रँडचा आयपीओ येणार असेल तर, गुंतवणूकदार अगदी वेडेपिसे होऊन जातात. अशीच अलिकडची घटना म्हणजे, सोशल नेटवर्किंगचा टॉप ब्रँड - फेसबुक - चा आयपीओ! लाखो इन्व्हेस्टर्स या कंपनीचा एखादा तरी शेअर मिळावा म्हणून धडपड करत होते. अंतिम ऑफर जाहीर होण्यापूर्वीच, इन्व्हेस्टमेंट बँकांनी केलेलं व्हॅल्युएशन अब्जावधीचा आकडा पार करून गेलं होतं. गुंतवणूक क्षेत्रातले रथी-महारथी आपापल्या परीनं या कंपनीच्या किंमतीचा अंदाज लावण्यात गुंतले होते. आणि प्रत्येकाचा आकडा इतरांपेक्षा जास्तच येत होता. पण त्याचवेळी, गुंतवणूक क्षेत्रातल्या एका महान व्यक्तीनं स्वतःला या सगळ्यापासून अलिप्त ठेवलं होतं. ती व्यक्ती म्हणजे... होय, वॉरेन बफे!

वॉरेन बफेंच्या मते, बहुतांश गुंतवणूकदार हे निव्वळ आकर्षक परताव्याच्या आशेनं 'फेसबुक'च्या आयपीओमधे गुंतवणूक करायला निघाले होते. ते म्हणतात, "तुम्ही शेतजमिनीचा एखादा तुकडा का विकत घेता? दुसर्‍या दिवशी जास्त किमतीला विकून नफा कमवण्यासाठी? केवढं भयानक कारण आहे हे... शेतीसंदर्भात आणि स्टॉकसंदर्भातही!" आयपीओनंतर 'फेसबुक'च्या स्टॉकचा परफॉर्मन्स बघितला तर, पुन्हा एकदा "वॉरेन बफे साब को मानना ही पडेगा" असंच म्हणावं लागेल. 'फेसबुक'च्या आयपीओ प्राइसमधे आतापर्यंत जवळपास १९ टक्क्यांची घट झालीसुद्धा!

गुंतवणूक क्षेत्रातले हे 'पितामह' स्वतः टेक्‍नॉलॉजी स्टॉक घेणं टाळतातच, कारण हे क्षेत्र आपल्या क्षमतेबाहेरचं आहे असं त्यांना वाटतं. तरीसुद्धा सर्व गुंतवणूकदारांसाठी त्यांनी एक सल्ला दिलाय. 'फेसबुक'मधे गुंतवणूक करणार्‍यांसाठी वॉरेन बफेंनी दिलेला सल्ला खरं तर अगदीच जुनापुराना आहे - "कुठल्याही कंपनीच्या बेसिक्सचा अभ्यास केल्याशिवाय तिच्यात पैसे गुंतवू नका." कंपनीची कार्यपद्धती, उत्पन्नाचे स्रोत, आणि तिची मुलभूत तत्त्वं समजल्याशिवाय, तिच्या स्टॉकची उपयुक्तता तुम्ही ठरवू शकत नाही. व्हॅल्युएशन नंतरची पुढची पायरी म्हणजे, इंट्रिन्सिक व्हॅल्युची मार्केट प्राइसशी तुलना. इंट्रिन्सिक व्हॅल्युच्या तुलनेत मार्केट प्राइस कमी असेल तरच तो स्टॉक विकत घेण्यायोग्य आहे, अन्यथा नाही.

हा सल्ला समजायला सोपा असला तरी, पाळायला तितकाच अवघड आहे... खास करून, एखाद्या आयपीओ बद्दल बाजारात खूपच हवा तयार झाली असेल तेव्हा! जशी 'फेसबुक'च्या आयपीओबद्दल झाली होती. स्वतः अभ्यास करण्यापेक्षा, चाणाक्ष इन्व्हेस्टमेंट बँकर्सच्या (मार्केटींग) बडबडीवर विश्वास ठेवणं गुंतवणुकदारांनी पसंत केलं. आणि काय मिळालं त्यातून? आपल्या मूल्यवान स्टॉकच्या किंमतीतली पडझड! त्यापेक्षा, कोणतीही गुंतवणूक करण्यापूर्वी स्वतः अभ्यास करणं आणि वॉरेन बफेंचा सल्ला ऐकणं, हेच गुंतवणूकदारांसाठी फायदेशीर ठरतं, असं म्हणता येईल. मग गुंतवणूक लिस्टेड स्टॉकमधे असो किंवा आयपीओमधे...दोन्हींसाठी अभ्यास सारखाच महत्त्वाचा!

कन्स्ट्रक्शन साईटवर काम करणाऱ्या आणि तिथंच राहणाऱ्या एका कामगाराचा सहा-सात वर्षांचा मुलगा - जगदीश. मुलगा हुशार आणि चुणचुणीत आहे. या वर्षी जवळच्या मनपा शाळेत त्याचं नाव घातलंय. परवा आम्ही साईटवर गप्पा मारत उभे होतो, तेव्हा तिथंच राहणारा एक तेरा-चौदा वर्षांचा मुलगा जवळून जात होता. त्याच्याकडं बघून छोटा जगदीश मोठ्यानं हसायला लागला. मी कारण विचारल्यावर म्हणाला, "त्यो बगा त्यो... बायावानी झाडू मारतोय."
मीः म्हणजे काय रे?
तोः म्हंजि त्यो हापिसात जातुय बायावानी झाडू माराया. आनि फरशी बी पुसतुय बायावानी...
मीः मग? त्यात काय झालं? तू नाही करत घरी ही कामं?
तोः छ्या! म्या न्हाई बायांची कामं करत!

कुठुन येतो एवढ्याशा मुलांमधे हा अॅटीट्यूड? घरातल्या, समाजातल्या मोठ्या माणसांना कळतंय का हे? आपल्या वागण्या-बोलण्यातून 'नकळत' काय बिंबवतोय आपण मुलांच्या मनावर? हे 'नकळत' होणारे कु-संस्कार थांबवले नाहीत तर 'जाणूनबुजून' संस्कार करायचे सगळे प्रयत्न वायाच जातील, नाही का?

The work has begun now...

'Every Child Counts' was launched as a citizens' campaign to ensure every child's right to get education. Most important part of the campaign was school admissions! During last few months, citizen volunteers and social groups, NGO's have been busy finding out 6-year-old children who need to be in schools. Almost all outskirt areas of Pune have been surveyed - Kondhwa, Dhayari, Hadapsar, Balewadi, Baner, Dhanori, etc. More than 2,600 such children were identified. The enrollment drive needed a sound plan like:

1. Locating nearest PMC or ZP schools for children found through surveys;
2. Checking current capacity of these schools with respect to additional enrollments through this campaign;
3. Discussing the situation and immediate possible solutions, with school heads and teachers;
4. Taking the children and their parents to schools on the day of admissions.

The capacity assessment of schools gave big shortfalls at many schools. Discussions with the school heads and teachers went well; however no proactive measures for shortfalls were promised.

PMC schools opened on 15th June. Some transport facility is being arranged by ECC on the first day; however no further plans for everyday transport yet. Sarva Shiksha Abhiyan and Shikshan Mandal of Pune have offered some solutions like - (i) free PMPML bus passes for school-going children; or (ii) schools to arrange local transport through auto-rickshaw or vans, and get reimbursement from PMC. None of the solutions have been finalised yet.

Children are found very very excited about going to school. (A major reason for excitement could be the school bus that they are seeing on day-one...) There is still some resistance or ignorance from some of the parents; however, overall sentiment looks positive. People want their children to be educated; but are holding back - some due to lack of knowledge about schools and admission procedure, others due to fear of fees and academic expenses. A lot of parent awareness is required!

Some parents are visiting the schools along with ECC volunteers. This is a very positive sign, according to the school teachers. This can be considered as a personal success of ECC volunteers. They have worked hard to convince the parents, not only for sending their children but also for being present for the admissions. As of now, the parents are saying that they would look after their children's regular attendance in schools. However, this needs a strong follow-up.

Children across Pune city are being taken to nearest PMC schools. This process will continue until all the children are enrolled in schools. Looks too ambitious? Yes, it is! The survey also looked 'too ambitious' when we planned in November 2011. Apart from school admissions of these children, a 'hidden' agenda of this campaign was to involve citizens in the RTE implementation. To some extent, this campaign has been successful in doing that. Citizens from all over Pune have come foreward to contribute in surveying, teaching, enrolling, and talking-writing-discussing about the Right To Education Act! The school admissions will continue for some time, then facilities at government schools will be checked, then quality of education will be monitored. All this will be done through citizens' force!
